Logan County in Colorado, known for its breathtaking waterways, picturesque trails, and unique cottonwood sculptures, faced increasing energy costs and failing building systems in 2021. The county, committed to preserving its heritage for future generations, sought a sustainable and comprehensive solution and engaged Millig Design Build to diagnose and resolve its building issues and increasing energy costs.

Approach

Millig Design Build commenced the project with an exhaustive analysis of the county's facilities, employing advanced energy modeling to understand energy usage and costs. Our in-house team and trade partners then collaborated to create a detailed facilities plan that leveraged American Rescue Plan Act funds in two phases.

Phase I

  • Lighting Retrofit: The team replaced antiquated lighting with energy-efficient LED technology in six facilities, significantly reducing energy consumption.

  • HVAC Upgrades: The Justice Center's outdated variable air-volume (VAV) system was replaced with new high-efficiency VAV rooftop units and state-of-the-art digital controls. At the Heritage Center, the team replaced the existing HVAC system with a high-efficiency gas/DX rooftop unit (RTU) and mini-split heat pumps for optimal energy use.

  • Fairground Lighting: The county fairgrounds received a modern LED lighting system with advanced color and sequencing controls, enhancing the overall aesthetic and reducing energy costs.

Phase II

  • Innovative HVAC Solution: The team implemented a groundbreaking solution that connected the historic Courthouse and Annex Building with one shared water-source VRF system. This strategy saved the county on initial costs and reduced ongoing maintenance and energy expenses.

  • Courthouse Lighting: The Courthouse lighting was retrofitted with period-appropriate LED lamps to maintain historical aesthetics while ensuring energy efficiency.

  • Annex LED Changeover: The LED transformation that the county had initiated in the Annex was completed.

  • Zoning: The team addressed zoning concerns in the Sheriff’s Office and Courtrooms.

Results

This comprehensive initiative significantly reduced Logan County's energy and operational expenditures and addressed longstanding building system issues. This case underscores the benefits of a thorough, strategic approach to turnkey building modernization, especially when preserving historic structures.
