COUPEVILLE, WA, July 6, 2023 /PRNewswire/--Millig Design Build, a leading engineering, design, and construction firm, has been awarded a turnkey energy performance contract worth $4.3 million to upgrade the Island County Administration Building. This comprehensive project includes upgrades to the HVAC, lighting, roofing, windows, building envelope, and installation of a 50kW solar photovoltaic system.

As part of the energy performance contract through the Washington State Department of Enterprise Services, Millig guarantees 90% of the calculated annual utility savings of $27,756. To help pay for the project, Millig assisted the county in securing a $1M Building Electrification Grant from the Washington State Department of Commerce.

Millig Design Build will replace the existing fuel oil boiler and outdated Dx cooling systems with an air-source variable refrigerant flow (VRF) system, incorporating energy recovery ventilators and heat-recovery fan coil units. Electric resistance duct heaters will provide supplemental heating for extreme winter conditions, and the current building controls will be integrated with the new VRF system, ensuring efficient monitoring and control of the HVAC equipment.

To increase indoor environmental quality and reduce utility and maintenance costs, Millig Design Build will replace interior lighting fixtures with LED lighting and add a 50kW solar photovoltaic system to the roof.

In addition to energy system upgrades, Millig Design Build is upgrading windows and repairing the roof and building masonry.

Construction is scheduled to be completed in spring 2024.
