Kansas City Energy Empowerment Ordinance

What you need to know about benchmarking your Kansas City building.

In 2020 Kansas City’s City Council passed Resolution No. 200005. This resolution updated the City’s Climate Protection Plan to include new greenhouse gas reduction goals, resiliency, and equity — and includes a directive to build a framework to help Kansas City, Missouri, go carbon neutral by 2040. This Resolution builds upon the City’s benchmarking ordinance (150299).

What is the Kansas City benchmarking ordinance?

The Kansas City benchmarking ordinance requires city-owned buildings over 10,000 SF and privately-owned commercial, institutional and multifamily buildings larger than 50,000 SF to record energy and water consumption data in ENERGY STAR Portfolio Manager by May 1st each year.

Why benchmark?

When you benchmark your building’s energy use, you understand how your building measures up to buildings around you in terms of energy efficiency and occupant comfort. You also get a clearer picture of steps you can take to improve your building’s energy efficiency. In addition, the data you submit assists the City in providing energy reduction resources, training, and best practices to owners of lesser-performing buildings.

What data will I need?

  • Utility information from Evergy, Spire, KC Water Services, and Veolia Energy

  • Your building’s use type, SF, and the year it was built

  • Building operations data (note this varies by building type)

Am I required to make updates to my building?

Not at the moment. The aim of this ordinance is to help you make data-informed choices about how to save money through energy efficiency.
